EUBS ExCom Elections 2026
According to the EUBS Constitution and Bylaws, it is time to hold our annual elections for the Executive Committee. All regular EUBS members will receive an “Invitation to Vote” by e-mail; voting must be done before September 10th (before the EUBS Annual General Meeting).
We will this year elect a new Member-at-Large, to serve on the Executive Committee for a period of four years. You will find the picture and a short description of each candidate below.
Member at Large 2026 candidates (in alphabetical order):
Pedro BARATA
Pedro Barata Coelho is a Medical Doctor working in Clinical Pathology and clinical research at ULS de Santo António – Porto, Portugal and at the Hyperbaric Unit of the ULS Matosinhos, focusing on clinical research.
He completed his Medical Degree at Faculdade de Medicina da Universidade do Porto. He also holds a PhD in Pharmaceutical Sciences from Faculdade de Farmácia da Universidade do Porto, where he completed his MSc and PharmD. Additionally, he completed the Global Clinical Scholars Research Training program at Harvard Medical School and obtained an MBA from the Portuguese Catholic University. He also has a postgraduate degree in healthcare management.
Currently, he is an Associate Professor at Faculdade de Ciências da Saúde da Universidade Fernando Pessoa in Porto, Portugal, and a senior lecturer at various institutions, including Kings College London, Universidade de Coimbra, Universidade Nova de Lisboa, and Universidade do Porto.
He is a member of the Medicines Evaluation Commission of Infarmed, the Portuguese regulatory authority, and a quality expert for the European Medicines Agency and is the Vice-President of the National Ethics Commission for Clinical Research. He conducts his research at Rise Health, a prominent Portuguese research centre, focusing on the clinical effects of Hyperbaric Oxygen Therapies, Mitochondria, and Gut Microbiome.
He has published numerous papers and received scientific awards, including winning the Zetterstrom Award twice with the ULS Matosinhos team. He is a member of the team that received EUBS research grant 2024 and supervised several PhD students and Master theses. He was a member of the organizing and scientific committee for EUBS 2023, which was held in Porto – Portugal.

Evangelos PAPOUTSIDAKIS
Evangelos Papoutsidakis Kissandraki is a physician specialized in Sports Medicine and Hyperbaric & Diving Medicine based in Barcelona, Spain. He currently serves as Medical Coordinator of the CSI-UTH Hyperbaric Unit at Hospital Moisès Broggi (Barcelona), one of the main public hyperbaric referral centers in Spain.
He has been involved in emergency and clinical hyperbaric medicine since 2007, including the management of critically ill hyperbaric patients and diving-related emergencies. He is also a consultant physician for DAN Europe and performs medical fitness-to-dive examinations for professional and technical divers, including EDTC-certified divers and commercial/saturation diving candidates.
Dr. Papoutsidakis is currently a PhD candidate at the Universitat Autònoma de Barcelona (UAB), in collaboration with the Department of Cardiology at Hospital Sant Pau (Barcelona), with research focused on cardiovascular adaptations and arrhythmias during breath-hold diving.
He holds the Level 3 Expert qualification in Hyperbaric Medicine awarded by the European College of Baromedicine (ECB), one of the highest European accreditations in the field. He currently serves as EDTC Representative for Greece and is Executive Committee Member of the Spanish Society of Hyperbaric and Underwater Medicine (ASEMHS).
He is an active member of both the EUBS and the Undersea and Hyperbaric Medical Society (UHMS), and previously served as EUBS Member-at-Large (2021). He has also participated as Scientific Committee Member in several EUBS congresses and regularly contributes with oral and poster presentations at international scientific meetings.
Dr. Papoutsidakis is President of the Sports Cardiology Working Group of the Spanish Society of Sports Medicine (SEMED), where he is actively involved in the development of projects related to sports cardiology and diving cardiology. He was also co-author of the Catalan regulatory framework for Hyperbaric Oxygen Therapy published in 2026.
Academically, he is Medical Director and faculty member of the postgraduate Blended Learning Training Programme in Hyperbaric Oxygen Therapy and Diving Accidents organized by the University of Thessaly (Greece), an international educational program endorsed by ECB, ECHM, EDTC and EBAss.
His current scientific interests include:
– Cardiovascular adaptations during freediving,
– Hyperbaric emergency medicine,
– Patent foramen ovale and decompression illness,
– Sports cardiology,
– Multidisciplinary management of diving accidents
